After his father passed away when Hom was only eight months old, his mother, Ying Fong, raised him in Chicago, Illinois, by herself because she was a widow. When Hom was eleven years old, he began working at the Chinese restaurant owned by his uncle. There, he was given his first opportunity to learn how to cook. He attended the University of California, Berkeley, for his education in Art History and traveled to the state of California.
In order to contribute financially to his education, he gave courses on Italian cuisine on the weekends during this time period. This eventually led him to start teaching classes in Chinese cuisine. In 1977, he received an invitation to become an instructor at the brand-new California Culinary Academy in San Francisco.
